Chalk, gravel and the Lea Valley
Hertfordshire ground is generally kinder to a driveway than neighbouring Essex. Chalk and river gravel drain freely and move far less with the seasons than London Clay does, so a stable base is usually easier to build. The complication here is water, not movement.
Free-draining subsoil
Chalk and gravel take water away readily, which suits a permeable resin bound surface. Where the ground genuinely soaks away, the whole drainage problem largely solves itself and the build is more straightforward.
Valley floors need care
Close to the Lea and the Stort, through Ware, Hoddesdon and parts of Hertford, the water table can sit high. A permeable surface over saturated ground does not drain, so those sites need the falls and the outfall designed rather than assumed.
Conservation areas
Hertford, Ware and Bishop's Stortford all have significant conservation areas with a lot of listed frontage. Aggregate colour and edge treatment matter more there, and we will steer you towards choices that sit well with the building rather than fight it.

The national rule is the same everywhere in England: since October 2008, more than five square metres of impermeable surfacing in a front garden needs planning permission unless the water drains to a permeable area. Resin bound on a permeable base is porous, so it is permitted development and needs no application.
Hertfordshire is where the exceptions bite more often than most counties. It has an unusually high density of conservation areas, and where an Article 4 direction is in force those permitted development rights can be withdrawn - meaning an application is needed even for a permeable surface. Listed buildings need consent regardless.

Is Hertfordshire ground different to Essex?
Yes, and it works in your favour. Much of Hertfordshire sits on chalk and river gravels rather than the heavy London Clay that dominates Essex. The Lea and Stort valleys are the exception - low-lying ground near the rivers can have a high water table, and that changes how the drainage is designed.
Can you resurface an existing driveway rather than dig it out?
Often, yes. If the existing concrete or tarmac is structurally sound, well drained and not badly cracked, a resin bound overlay bonds directly to it at around half the cost of a full excavation. A lot of Hertfordshire driveways are original tarmac from the 1960s and 70s that has weathered on the surface but is still solid underneath - good overlay candidates. We will tell you honestly which one yours is; recommending a dig-out that is not needed is a quick way to lose a recommendation.
